Roger W. Overton, CPA, MST, Principal

Roger joined Homes, Lowry, Horn & Johnson, Ltd. in 1998 as Director of Taxes, and served as firm president from 2007 to 2017. His depth of knowledge and experience in tax, accounting, and finance come from years of service to HLHJ clients and his earlier affiliations with national and local CPA firms. Roger provides tax consulting, planning and tax compliance services to individual and business clients. He has worked extensively with estates and trusts, and been recognized by his peers in the Washingtonian and Virginia Business magazines as being among the area’s top tax accountants.

Prior to entering public accounting, Roger served on two national political campaigns as a financial analyst ensuring that campaign operations complied with federal election commission regulations and accounting standards.

Roger’s professional, civic, and related affiliations include memberships in the American Institute of Certified Public Accountants, Virginia Society of Certified Public Accountants, Northern Virginia Estate Planning Council, (2005-2006 President), HEROES Inc., Planned Giving Resource Council of the INOVA Health System Foundation, and Arlington Optimist Club. He received a Masters of Taxation degree from The George Washington University's School of Government and Business Administration in Washington, DC. He received his undergraduate degree from George Mason University in Fairfax, Virginia.

Catherine L. Eberly, CPA   Principal

Cathy joined Homes, Lowry, Horn & Johnson, Ltd., in 1983 for nine years and returned to us in 2004 after serving as a controller in private industry. Cathy specializes in the government contracting arena, where she is an expert in the special accounting needs, rules, and regulations governing the industry, as well as the related specialized software packages.

Cathy has over fifteen years of experience in public accounting and eight years in private industry. Her diverse background includes auditing government contractors, professional services, and employee benefit plans, and preparing complex corporate tax returns.

Cathy is a member of the American Institute of Certified Public Accountants and the Virginia Society of Certified Public Accountants. She earned a Bachelor of Science degree in Accounting from George Mason University.


Gail E. Chambers, CPA   Principal

Gail has over 30 years of audit and accounting experience in both public and private industry. She joined our firm in 2000.  Gail specializes in assurance and income tax services for nonprofit and closely held entities.  Her diverse client base includes nonprofit organizations, employee benefit plans, automobile dealerships, professional service organizations, contractors and individuals. 

Gail assists nonprofit clients with functional expense allocations, indirect rate allocations, unrelated business income tax and applications for tax exempt status. She is experienced in performing single audits under OMB Circular A-133.  Gail advises businesses on internal controls, cash flow planning, financial analysis and oversees employee benefit plan audits.  She is the firm’s quality control director and is responsible for implementation and staff training on new audit and accounting standards.  She coordinates our peer review and internal quality control inspections.

Gail is a member of the American Institute of Certified Public Accountants, the Virginia Society of Certified Public Accountants and the Greater Washington Society of Certified Public Accountants. She is a graduate of the University of Maryland, where she earned a Bachelor of Arts degree in Economics and a Master of Business Administration degree.


Kathleen M. Poorbaugh, CPA, MST   Principal

Kathy, the firm's president, has more than thirty years of audit, accounting and tax experience, specializing in tax consulting and compliance, planning, and research for government contractors, construction contractors, real estate entities, and professional service organizations. In addition, Kathy has extensive experience with individual taxpayers and accounting & management advisory services for commercial businesses.

Kathy advises on corporate tax issues including tax planning for mergers and acquisitions of closely held organizations; business start-up issues, such as entity choice and accounting methods, accounting system development, executive compensation planning and multi-state tax planning.

Kathy is also an expert in helping individual taxpayers including self-employed individuals with tax planning and compliance, especially estate planning, real estate investments, and maximizing retirement plan contributions.

Kathy is a member of the American Institute of Certified Public Accountants, the Greater Washington Society of CPAs and the Virginia Society of Certified Public Accountants. She is also a member of the Northern Virginia Estate Planning Council. She received her B.B.A degree in Accounting from the College of William and Mary and earned a Master of Science in Taxation from American University.


Michelle R. Moomey, CPA, MST   Principal

Michelle joined Homes, Lowry, Horn & Johnson in August 2009, she has worked in the field of public accounting since 1995 and has been a Certified Public Accountant since 1997. She is responsible for the review and quality control of business and individual income tax returns, coordination and participation in staff training and development, and researching tax issues.

Michelle specializes in tax compliance for C-Corporations, S-Corporations, partnerships, exempt organizations, deferred benefit plans, and complex individual tax returns. She provides tax consulting for mergers and acquisitions of closely held organizations. She has experience with multistate apportionment, filing requirements, and compliance with state government regulations.

Michelle is a member of the American Institute of Certified Public Accountants and the Virginia Society of Certified Public Accountants. She received her Bachelor of Science in Accounting from Chapman University in Orange, CA. She received her Masters of Science in Taxation from the American University in Washington, DC.
